Basically the way our Chosens do it is they open with a quake--providing it doesn't get parried (which happens unfortunately often)--and then when the timer is at, say, 4 seconds they'll use Downfall or Repel, then the other, then quake again, in whichever order meets their cool down timers. They attack a few seconds in advance to try and one-up the lag.
The two tank stun is only difficult if the add A) Parrys B) Bugs out or C) Is magically immune to crowd control effects holding. All of which happen remarkably often, but in the event they work, the single tank controlling the add makes it less stressful and makes stage four much easier.
